Charged Fees

Added Charged Fee endpoints

Charged Fees and Paid Fees reference the same resource:

• Charged Fees → viewed by the account the fee is for
• Paid Fees → viewed by the account that was charged

Endpoints:

• GET /v3/charged-fees Get all charged fees
• GET /v3/paid-fees Get all paid fees
• GET /v3/charged-fees/{charged_fee} Get a charged fee or paid fee by ID
• GET /v3/accounts/{account}/charged-fees Get all charged fees associated with an account
• GET /v3/accounts/{account}/paid-fees Get all paid fees associated with an account
